Prior to joining Reynolds in 2006, Terry O'Loughlin, J.D., M.B.A, worked for 16 years in the Economic Crimes Section of the Office of the Attorney General, State of Florida, where he investigated and prosecuted auto dealers, manufacturers, and finance and leasing companies. He also led a task force that examined more than 100,000 motor vehicle files, of which Terry personally audited more than 5,000. He settled with over 1,600 vehicle dealers for an amount in excess of $15 million.

Terry was the mediator of Florida’s Motor Vehicle Lease Disclosure Act, a statute he helped draft. He has served as a consultant to the Federal Reserve Board’s Leasing Education Committee, an observer/advisor for the Uniform Consumer Leases Act Committee, and a consultant to “Primetime Live,” “Dateline,” and various other media. Terry has routinely assisted numerous states’ agencies regarding motor vehicle fraud and written articles for Consumer’s Digest, F&I Magazine, Consumer’s Research, and more. He is also a regular columnist for P&A Magazine.

He holds a master’s degree in Business and a Juris Doctorate and is admitted in both Pennsylvania and Florida.
